The Secretary General of Government, Rodrigo Reyes Mugüerza, stated that the coordinated operations that make up Plan Zacatecas II have allowed the state to currently be below the national average in crime incidence.
In a press conference, he pointed out that what was an aspiration of Governor David Monreal Ávila during his inauguration, is now a reality, as in less than three years, he managed to remove Zacatecas from the states with the highest crime incidence.
This has been possible in two phases of Plan Zacatecas II: the first of them, through a process of violence containment, and the second, with a consistent decrease in crimes such as homicide, which currently shows a 55.24 percent reduction compared to the first seven months of 2023, which has allowed Fresnillo to be placed in the 47th place out of the 50 priority municipalities.
«It is an important achievement, since today we close July with this statistic: 38 intentional homicides compared to 61 in 2023; 126 in 2022 and 135 in 2021,» he detailed.
The municipalities with the highest number of homicides recorded in the year are Fresnillo, Guadalupe, and Pinos, followed by Villanueva, Zacatecas, Jerez, and Luis Moya.
Arrests and combatting drug dealing
The Secretary of Public Security, General Arturo Medina Mayoral, detailed that during the week of July 25 to 31, various security operations were carried out in the state; he highlighted important achievements in Guadalupe and Zacatecas, where arrests related to drug dealing were made.
The detainees were transporting small amounts of drugs for distribution at previously selected points.
In the Huerta Vieja neighborhood, three people were arrested who were transporting 90 doses of crystal meth, 600 pesos in cash, and two mobile phones. They were handed over to the State Attorney General’s Office for the corresponding legal process.
Camps dismantled and vehicles seized
In the community of La Quemada, in Villanueva, a camp was dismantled with the participation of the Zacatecas Immediate Reaction Forces (FRIZ), the Mexican Army, and the National Guard.
In the El Plateado area of Joaquín Amaro, through joint operations of the Mexican Army, the National Guard, and the Rural Operations Group (GORUZ), several vehicles used by organized crime were seized, which contained 39 long gun magazines, a drum magazine, 1,213 cartridges, six explosive devices, and metal spikes known as tire puncturers.
Support for the community due to recent rains
General Arturo Medina Mayoral reported that in various areas affected by the recent rains, such as Piedra Gorda, Cuauhtémoc, Pánuco, Calera, Jerez, Ojocaliente, Guadalupe, and Loreto, support was provided to the population. In Pánuco, the Mexican Army set up a community kitchen to provide hot meals to the affected people.
The State Government provided mattresses, blankets, and medical support to the affected families.
An organ transfer was carried out from Zacatecas to the state of Querétaro, saving two lives, in collaboration with the Ministry of Health and the State System for the Comprehensive Development of the Family (SEDIF).
Reduction in Crime Incidence
The Attorney General of the State, Christian Paul Camacho Osnaya, reported that in the first seven months of the year, there has been a 5.7 percent reduction in crime incidence, with a total of 15,313 investigation files filed.
The main crimes are: theft, with 3,219 investigation files; domestic violence, with 2,253; property damage, with 1,639 investigation files. High-impact crimes include: disappearance committed by individuals and missing persons, 619 cases; illegal deprivation of liberty, 333 files; intentional homicide, 222 files; extortion, 224, and drug-related crimes, 196.
During this same period, 1,726 people have been linked to the process; 395 sentences totaling more than 9,000 years in prison; in terms of restitution, more than 29 million pesos have been recovered, benefiting the victims through alternative justice.
In addition, 194 raids have been carried out; 76 arrests, mainly for drug dealing, theft, and domestic violence, and 34 firearms, 95 magazines, 1,572 live cartridges, and 422 kilograms of narcotics have been seized.
